Not sure about the second pen joke, but I think the first one means you’re supposed to bring pencils to a test; i.e., it’s a ScanTron deal. Meaning, he believes in standardized tests, Bell Curve, etc., etc….
I thought the first pen joke was that, yes, most people bring pencils to a test, but not Jay, he brings a pen, because he doesn’t make mistakes and therefore has no need to erase.
